For countries that are already members of the EU at the time of enlargement in 2004 and 2007. (As a rule, they represent the EU-15), were allowed to retain restrictions on access to the labor market for citizens of the new EU members for a term of up to seven years after the date of entry. Transition period was divided into three stages, two, three and two, respectively. At the first stage of the EU-15 were allowed to apply national rules on access to their labor markets. At the end of the biennium, each country may choose to apply national rules for another three years, or to use the rules governing the free movement of labor in the European Union. In the latter case, the country has the opportunity to re-introduce a temporary work permit in the event of an imbalance in the labor market. Saving the restrictions on access to the labor market in the third phase is allowed only if the constant threat of serious imbalances, the national labor market. In contrast to previous rounds of enlargement in 2004 and 2007. the decision to use the transition period has been left to the discretion of the national government (Table. 3).
