Разрыв связи Академии с научными институтами! Выполнение любых масштабных и сложных научных задач, подобных задачам создания ракетно-ядерного щита в середине XX-го века, требует максимальной концентрации профессиональной и кадровой мощи, когда каждый специалист знает рамки компетенции коллег, а наиболее авторитетные из них, отнюдь не чиновники, смогут эти усилия организовать и возглавить. Тем более, когда задачи разные, межотраслевые, требующие взаимодействия специалистов разных областей. Академия после масштабных реформ, предлагаемых президентом РАН, безусловно, будет готова к выполнению этой работы.

В этом плане космические исследования наиболее показательны: распыление усилий, утрата кадров и ответственности в 1990-е годы обернулись для отрасли огромными потерями. Никакой «золотой дождь» не способен обеспечить новые эффективные точки научного роста, если в них нет науки, что показала практика России последних лет. Именно поэтому развал Академии как организации по схеме МОН – отрыв академических институтов от ведущих российских ученых – грозит обернуться не только окончательной потерей конкурентоспособности России в науке, но и, как следствие, нанесет урон ее обороноспособности.

Подобный печальный опыт реформирования был и у наших соседей. Я являюсь членом не только РАН, но и Академий наук Болгарии и Украины. В советское время существовала мощная программа исследования космического пространства «Интеркосмос», в которой вместе с СССР участвовали все восточноевропейские страны, а также Франция. В целом, основные направления этого сотрудничества удалось сохранить и в постсоветское время. Мне приходится много работать вместе с коллегами из этих стран, поэтому я в курсе их проблем.

В Болгарии Академию наук также попытались развалить, но решительная поддержка международной научной общественности сорвала эту попытку, и институты БАН продолжают активно работать, в частности, по совместным с нами космическим программам «Экзомар», « Резонанс» и «Люлин».

В Грузии решительный президент отлучил институты от Академии наук. Результат плачевный и сильная ранее наука (особенно математика и физика) постепенно исчезает с научной карты мира.
