Реальным инструментом финансирования лоббистской деятельности в США являются избирательные фонды. В США не существует государственного финансирования выборов, то есть конгрессмену, планирующему остаться в Капитолии еще на один срок, приходится самому думать об источниках финансирования предвыборной кампании. Ими могут стать те группы, интересы которых он продвигает во время своей деятельности в Вашингтоне. Львиную долю средств законодатели получают от комитетов политического действия (PAC), которые и есть не что иное, как лобби. Ныне действующий закон о федеральных избирательных кампаниях разрешает корпорациям, профсоюзам и другим организациям создавать специальные независимые фонды для сбора добровольных взносов с целью их дальнейшего использования на финансирование кампаний. Причем в отличие от индивидуальных пожертвований сумма взносов РАС не ограничена.
