Хотел бы подчеркнуть: беженцы, безусловно, нуждаются в сострадании и поддержке. Однако кардинально решить эту проблему можно только путём восстановления государственности там, где она была уничтожена, путём укрепления институтов власти там, где они ещё сохранились или воссоздаются, путём оказания всесторонней помощи – военной, экономической, материальной – попавшим в трудное положение странам и, конечно, тем людям, которые, несмотря на все испытания, не покидают родных мест.

Разумеется, любая помощь суверенным государствам может и должна не навязываться, а предлагаться и исключительно в соответствии с Уставом ООН. Всё, что делается и будет делаться в этой сфере в соответствии с нормами международного права, должно быть поддержано нашей Организацией, а всё, что противоречит Уставу ООН, – отвергнуто.

Прежде всего считаю крайне важным помочь восстановить государственные структуры в Ливии, поддержать новое правительство Ирака, оказать всестороннюю помощь законному правительству Сирии.

Уважаемые коллеги, ключевой задачей международного сообщества во главе с ООН остаётся обеспечение мира, региональной и глобальной стабильности. На наш взгляд, речь должна идти о формировании пространства равной и неделимой безопасности, безопасности не для избранных, а для всех. Да, это сложная, трудная, длительная работа, но альтернативы этому нет.

Однако блоковое мышление времён «холодной войны» и стремление к освоению новых геополитических пространств у некоторых наших коллег всё ещё, к сожалению, доминируют. Сначала продолжена линия на расширение НАТО. Спрашивается: ради чего, если Варшавский блок прекратил своё существование, Советский Союз распался? А тем не менее НАТО не только остаётся, она ещё и расширяется, так же как её военные инфраструктуры.
