В 2000 году Федеральной службой земельного кадастра России предпринят ряд практических подготовительных шагов по введению земельного налога, исчисляемого на основе кадастровой стоимости. На основе разработанной и утвержденной методики был проведен первый этап государственной кадастровой оценки сельскохозяйственных угодий в ходе которого были определены средние кадастровые стоимости для субъектов Российской Федерации. В результате государственной кадастровой оценки сельскохозяйственных угодий средняя для Российской Федерации стоимость одного гектара сельскохозяйственных угодий определена на уровне 11400 рублей. При этом наибольшая стоимость сельскохозяйственных угодий определена в Краснодарском крае, где она составила 43560 рублей на гектар.

In the year 2000 the Federal Land Cadastre Service has taken a number of practical preparatory steps for the introduction of a land tax calculated on the basis of the cadastral value. On the basis of the developed and approved methodology was held the first stage of the State cadastre valuation of agricultural land which identified the average inventory value for the constituent entities of the Russian Federation.
