Аннотация
Тема : «Проблемы реформирования межбюджетных отношений в РФ».
Межбюджетные отношения – основа бюджетной системы любого федеративного государства, обеспечивающая финансовую взаимосвязь между субъектами бюджетной системы.
Цель изучения данной темы — раскрыть понятие и принципы организации межбюджетных отношений, а также проблемы межбюджетных отношений РФ на современном этапе.
Достижение цели предусматривает решение следующих задач:
• изучение понятия и принципов организации межбюджетных отношений;
• рассмотрение проблем межбюджетных отношений в РФ;
• рассмотрение перспектив совершенствования системы межбюджетных отношений в РФ ;

Экономико-политические проблемы бюджетного федерализма являются кардинальной проблемой развития федеративной системы современной России. Актуальность проблеме придает тот факт, что сложившаяся в России система межбюджетных отношений не отвечает основным принципам бюджетного федерализма и стратегии развития страны на долгосрочную перспективу. Все бюджеты, входящие в бюджетную систему страны, взаимосвязаны в рамках межбюджетных отношений. В настоящее время в России имеются несколько видов взаимоотношений в рамках внебюджетных отношений: раздельные налоги, сквозные федеральные налоги, межбюджетные трансферты, целевые федеральные программы, обособленные системы финансовых взаимоотношений внутри регионов. Несмотря на положительные изменения в системе межбюджетных отношений достигнутые в ходе реформы, сохраняются диспропорции доходных поступлений и расходов бюджетов субъектов РФ и муниципальных образований.
