Президент Кеннеди в своей деятельности был прежде всего исполнителем воли господствующей в США монополистической буржуазии. Он являлся важной, но все же лишь частью государственного механизма США. Со стороны могло показаться, что, будучи лидером самого мощного в мире капиталистического государства, президент Кеннеди был способен направлять политику США по своему усмотрению. На самом деле все обстояло иначе. Кеннеди мог это делать лишь в крайне ограниченных рамках и только тогда, когда соразмерял свои действия с волей и желанием американского капитала. Ведь именно последний является, как уже отмечалось, основной движущей силой американской внешней политики.
