Под продовольственной безопасностью

Под продовольственной безопасностью следует понимать такое состояние экономики страны, при котором становится возможным обеспечение за счет собственного производства основными видами продовольствия всего населения при обязательном приоритете наиболее уязвимых, малоимущих его слоев и при условии физической и экономической доступности продуктов питания в таком количестве и качестве, которые необходимы для сохранения и поддержания жизни и дееспособности человека, полной или максимально возможной независимости государства от внешних источников продовольствия.

Продовольственная безопасность страны обеспечивается в том случае, если в ней производится порядка 80% потребляемого продовольствия, или же в том случае, когда страна специализируется на производстве того или иного вида продовольствия, экспорт которого позволяет ей получать положительное сальдо внешнеторгового баланса по продовольствию. Продовольственная безопасность считается обеспеченной, если, кроме производства необходимого количества продовольствия, осуществляется его дополнительный выпуск в объеме восполняемого страхового запаса на уровне развитых стран мира (60 дней, или 17% годового объема потребления). В случае, когда определенные виды продовольствия не выпускаются в стране, или их производство ограничено, продовольственную безопасность в них обеспечивают закупкой в других странах. При этом, важно не допустить возникновения продовольственной, политической или иной зависимости от стран-экспортеров в части недостающего продовольствия.

Продовольственная безопасность Казахстана не может быть обеспечена без позитивного государственного влияния на аграрный сектор экономики страны.

Под государственным регулированием агропромышленного производства следует понимать систему законодательного, административного и экономического воздействия государства на производство, переработку и реализацию сельскохозяйственной продукции, сырья и продовольствия.
