В состав Совета входят 15 государств-членов — 5 постоянных и 10 непостоянных, избираемых Генеральной Ассамблеей ООН на двухлетний срок по 5 каждый год. Соответствующие поправки в Устав ООН были внесены 17 декабря 1963 года резолюцией ГА ООН 1995 (XVIII) (до этого в Совет входило лишь 6 непостоянных членов). Согласно указанной резолюции, 10 непостоянных членов Совета Безопасности избираются по географическому принципу, а именно:

пять — от государств Африки и Азии;
один — от государств Восточной Европы;
два — от государств Латинской Америки;
два — от государств Западной Европы и других государств
