Функции законодательной власти в США выполняет двухпалатный конгресс, состоящий из палаты представителей и сената. Сенат состоит из 100 сенаторов, а палата представителей — из 435 конгрессменов. Руково­дителями комитетов палаты представителей и сената назначаются представители партии, имеющей большинство голосов. В США две основные политические партии, которые являются главными на политической арене страны, — республиканская и демократическая.
