Спустя 10 лет после учредительного Съезда, в 2002 году, состоялся IV Съезд Профсоюза работников морского транспорта Украины, на котором в ходе голосования лидером был избран Михаил Иванович Киреев – опытный и авторитетный профсоюзный работник, который стоял у самых истоков создания ПРМТУ. С 1992 года Михаил Иванович занимал должность заместителя Председателя профсоюза, а с 2000 – исполнял обязанности Председателя Профсоюза работников морского транспорта Украины.
