С другой стороны – стало очевидно то, что многие положения МВФ были не приспособлены к ситуации, действующей в то время в России. Фонд в своих оценках часто не принимал во внимание индивидуальные особенности страны, подходил к прогнозированию экономической ситуации чересчур технологично, часто опираясь на не проверенные временем теоретические модели. Наиболее ярким примером, в подтверждение этого тезиса, стал кризис 1998 г. Завышенный курс рубля, отказ от своевременной девальвации для предотвращения разрыва между курсом и покупательной способностью привели к обвалу российской валюты и вследствие высокой доли импорта в потреблении, а именно к резкому повышению внутренних цен. Именно по этой причине Фонд несет солидарную ответственность за негативные результаты и последствия кризиса, так как Директорат МВФ, осуществляя мониторинг экономической программы России, не рекомендовал скорректировать курс рубля.
