Преступления и проступки против частных лиц подразделяются на две категории:
1) против личности; (К первым относились убийство, нанесение ран и членовредительство, нанесение оскорблений и клевета. Особо говорилось о преступлениях против семьи и нравственности (изнасилование, прелюбодеяние и нарушение семейных устоев).
2) против собственности. Ко вторым были отнесены: различные виды краж; банкротство, мошенничество и прочие виды обмана; нарушения в сфере промышленности и торгового оборота (сюда относились и стачки рабочих, подлежавшие уголовному преследованию).
