В результате, закуп оборудования или услуг не всегда проводится в срок к необходимому периоду. Кроме этого, согласование плановых показателей носит поверхностный характер. В частности, рассмотрению информации сотрудников на местах не уделяется должное внимание; в результате сотрудники не чувствуют своей активной вовлеченности в процесс планирования и поэтому значительная часть информации, имеющейся в их распоряжении, фактически игнорируется
