Организационная структура управления логистической системой с учетом изложенного должна быть в некотором роде зеркальным отражением организационно-производственной структуры. При этом группы управленческих задач и функций, формируясь и распределяясь по специализированным управленческим подразделениям и группам специалистов, должны быть производными от системы целей, стоящих перед логистической системой в целом и каждой ее организационно-производственной структурой в отдельности.[15]
Таким образом, для оптимизационного построения организационных структур управления, прежде всего, целесообразно системно проанализировать все технологические и адекватные им информационные операции логистического обслуживания, хозяйственные связи и вызванный ими документооборот в масштабах зональных и региональных логистических центров и в необходимые интервалы и моменты времени. Системное исследование такого рода и очередность принятия соответствующих решений по формированию организационной структуры управления можно представить в виде последовательности ряда этапов: на основании разработанных ранее задания и системы целей производится построение вначале предварительного, а затем промежуточного и проектного варианта систем с учетом распределения функций по создаваемым структурам и согласования с учредителями и региональной властью. Типовая организационно-функциональная структура логистической системы представлена на рисунке 2.
