Работа компьютера заключается в автоматическом последовательном выполнении цепи команд, которые в двоичном коде записаны в его памяти. Последовательную выборку производит счетчик команд, который начинает ее с первого адреса и последовательно выбирает следующий адрес с учетом длины команды. Но в программе возможны переходы на другие команды по условию или без условий, тогда счетчик определяет адрес команды перехода и исполняет ее.
