В этом случае основные функции IT будут меняться от простого обеспечения работы единого информационного пространства компании к развитию ее сервисного уровня, что и станет генеральной функцией IT-секторов логистических компаний 4 и 5-го уровней[20].
Так с какими логистическими компаниями взаимодействуют отечественные предприятия на основе аутсорсинга в Республике Беларусь? Рассмотрим это в следующем пункте.
2.2. Тенденции развития рынка логистических услугв Республике Беларусь
2.2.1 Провайдеры логистического аутсорсинга в Республике Беларусь
C целью создания логистической системы в нашей стране была утверждена Программа развития логистической системы Республики Беларусь до 2015 года. Одним из направлений этой программы является создание крупных логистических комплексов по всей стране.
Согласно разработанного документа на территории республики к 2015 году должны были начать свою работу 50 логистических центров. С учетом изменений и дополнений, внесенных в программу Постановлением Совета Министров Республики Беларусь от 2 сентября 2011 г. № 1179, количество участков для строительства и размещения логистических центров сокращено до 39 (исключены невостребованные участки) (Приложение Б).
По состоянию на сегодняшний день в Республике Беларусь действует 12 логистических центров.Значительная инфраструктура сосредоточена у государственных провайдеров логистических услуг, несмотря на активное участие в строительстве логистических центров иностранных компаний. Наиболее крупным оператором на рынке логистических услуг Беларуси является РУП «Белтаможсервис». Данный государственный оператор логистических услуг обладает двумя транспортно-логистическими центрами. Не менее крупным является РТЭУП «Белинтертранс - транспортно-логистический центр» Белорусской железной дороги, предоставляющий услуги терминальной обработки грузов на грузовых терминалах станций Белорусской железной дороги. ОАО «Белмагистральавтотранс» оказывает услуг по ответственному хранению грузов, складской логистике, транспортно-экспедиционному обслуживанию. ОАО «Торгово-логистический центр «Озерцо-логистик» находится в ведении управления делами президента Республики Беларусь и оказывает услуги ответственного хранения и таможенного оформления. Указанные государственные провайдеры контролируют значительную часть экспортно-импортных и транзитных грузопотоков.
Однако, основной уклон в развитии логистического аутсорсинга в Беларуси все же делается в сторону обеспечения удобства автомобильных перевозчиков, нивелируется роль железной дороги, как перевозчика. Очевидно что, железнодорожный транспорт теряет позиции в борьбе за грузы с автомобильным. По данным Национального статистического комитета Республики Беларусь за последние 5 лет автотранспортом перевозится больше грузов в абсолютном выражении, но при этом основная масса перевозок – внутренние, на короткие расстояния.
