Следующей по значимости причиной является характер деятельности властной структуры, где отсутствуют события, о которых бы стоило сообщить.

Однако, журналисты и население сходятся во мнении о том, в органах власти нет специалистов, способных наладить диалог со СМИ.

Таким образом, можно выделить ряд препятствий в развитии государственной коммуникации на региональном уровне: сохраняющееся недоверие к властным структурам, закрытость власти, отсутствие у чиновников заинтересованности в диалоге с обществом, а также отсутствие необходимого кадрового, правового и финансового обеспечения подобного коммуникативного взаимодействия. Однако, несмотря на все вышеперечисленные трудности, очевидно, что в настоящее время уже сформировалась потребность в создании диалоговой модели коммуникации между государством и обществом, осознание которой характерно для всех основных ее участников: чиновников, журналистов и самого населения.
