Однако режим национального парка требует особого порядка экономической деятельности. А в условиях отсутствия механизмов компенсации экономических потерь с этим не могут согласиться ни местные жители, ни органы власти Томского района, чьи предприятия находятся в междуречье. Поэтому на территории водозабора сохраняется интенсивное сельскохозяйственное производство, активно вырубаются леса, появляются новые производства.
