В современных условиях роль земельного кадастра в Российской Федерации особенно важна в связи с тем, что страна характеризуется ярко выраженным социальным расслоением населения. За чертой бедности находится около 40 процентов граждан. Вместе с тем, в 90-х годах в стране была проведена земельная реформа. В ее результате была прекращена монополия государственной собственности на землю. Значительные площади земель были переданы в собственность граждан и юридических лиц. По данным Федеральной службы земельного кадастра России на 1 января 2000 года в собственности граждан и юридических лиц находилось 129,6 млн. гектар земли, причем 126,1 млн. гектар из них являлись землями сельскохозяйственного назначения, причем эти земли находятся в районах страны с наиболее благоприятными почвенными и природно-климатическими условиями.
