Руководство Российской Федерации приняло решение о досрочном погашении кредитов МВФ и другим кредиторам, по причине изменения позиции по вопросу оказания финансовой помощи российскому правительству со стороны МВФ. Впервые предложение о выплате досрочного платежа было сделано президентом В.Путиным во время его встречи 11 октября 2001 г. в Кремле с Х.Келлером. Президент заявил, что Россия стремится выйти на новый этап сотрудничества с МВФ, и стремиться самостоятельно разрабатывать программы без кредитов. Страна намеревается выплатить большую часть своих внешних долгов без новых заимствований. Как отметил Х. Келлер, Россия находится на пути экономического роста, в стледствие чего она способна обойтись без кредитных заимствований. И чем устойчивее будет этот рост, тем скорее рубль станет одной из расчетных валют в Фонде.
