В ICD в п.3.4 введены ограничения р

В ICD в п.3.4 введены ограничения работы ВП на орбите (в том числе снаружи МКС), но ничего не сказано про работу ВП при наземных испытаниях.
Надо ли учитывать время нахождения ВП под напряжением при испытаниях на Земле? В данный момент это время не учитывается.
