The functions of the police and the number of police
officers Defining functions can vary significantly in different countries. Almost always the category of "policing" is formed criminal police, traffic and patrol police. It is these three activities are considered as policemen in Russia and, therefore, on the basis of their calculated number of police forces in Russia. In many countries, the number of police officers also includes border services (exception - Russia, Lithuania, Poland, the UK, Finland and Sweden). As the number of police officers may also include internal security, judicial police (police officers), the tax police, reservists and some other categories of law enforcement officers. On the other hand, in Russia in the number of police officers are not part of the internal forces, which are de facto perform police functions. Most European countries use a uniform methodology for calculating the number of police officers and police officers include all categories: criminal police, traffic police, border police, gendarmerie and municipal police ; in the number of police officers are not included: customs officers, tax police, military police, secret services and trainees. In non-European countries differently determine the "police officers". To include police personnel, whose function is to prevent, detect and investigate crime (excluding technical staff and secretaries). According to the Presidential Decree №252 dated 01.03.2011 ultimate staffing level of the Interior of the Russian Federation (without personnel for the protection and maintenance of buildings) funded from the federal budget allocations, set in the amount of 1,106,472 units (no internal forces), including employees of the Interior of the Russian Federation - 907 630 people, including police officers - 782,106 people. Russian police is one of the largest in Europe and worldwide. The number of police in Russia today is 547 police officers per 100 thousand inhabitants. In developed countries (Western Europe and the United States), the number of police in the range of 155-370 per 100 thousand; in moderately (southern and central Europe), the figure is 200-450 employees per 100 thousand population. More numerous than in Russia, the police only in Belarus (813). World average - 300 police per 100 thousand inhabitants. Low cost per police officer in Russia is 20.4 thousand. dollars. For comparison, in developed countries this figure ranges from 74.2 (France) to 247.2 (Norway) thousand dollars; in moderately - from 25.3 (Bulgaria) to 80.2 (Estonia) thousands of dollars on a police officer. In ensuring safety functions Russia is spending to 3% of GDP, which includes the cost of the police, the courts, the prison system and the fire department. In highly developed and middle-income countries, this figure is in the range from 0.5% to 1.6%. In comparison with other countries, the Russian police today is almost the most numerous, extremely poorly funded, based on one of the police (and therefore poorly equipped), but not the cheapest on the national economy. A comparison of the effectiveness of the police in different countries, as measured by the number of serious crimes, trust the police and international indices of order and security, specifically the Russian police among the least successful. In combination with the high number and a large burden on the economy this suggests a very low level of efficiency of the Russian police.
