Понял то что присоединить провинции можно которые ближе к тебе. 2 другие локации будут вассалами. на земли рядом не трать очки централизации.1 уровень централизации позволяет присоединить 1 провинцию (или Горы .Леса)и сделать 1 город вассалом). Можно конечно землю присоединить но там статичные бонусы. провинции можно и нужно развивать. Дальше задания будут по 10000 ресурсов собирать где такое количествово в 1 городе добывать будешь?
