Реализм предполагает, что государства действуют рационально в международной системе. Государства, как рациональные субъекты, определяются через государственные интересы. Государства заинтересованы в наличии силы и стремятся к выживанию: "Государства должны действовать рационально, в национальных интересах для того, чтобы максимизировать власть и тем самым обеспечить выживание." (17) В этом случае, энергетические ресурсы являются элементами максимизации мощности государств и проведения суверенной политики, в том числе и международной. В свою очередь, рационализм, связанный с энергетическими ресурсами, в каждом государстве определяется по-разному, на основе ее восприятия собственных вопросов энергетической безопасности.
