Дискриминацией называется лишение отдельных лиц, групп или целых сообществ равных социальных, политических или экономических прав; преследование по причине этнического происхождения, национальности, мировоззрения или других социальных факторов. В международных отношениях понятие дискриминации также охватывает отношение к государству (или группе государств) как менее полноценному по сравнению с другими государствами, посягательство на его права, угрожающее общепризнанным обычаям и принципам международного права. Устав Организации Объединенных Наций исключает расовую, политическую, религиозную и другие виды дискриминации в международных отношениях (ст. 55, 62 и 73).
