На третьем заседании 14 июня советская делегация внесла на рассмотрение свой проект мирного договора с Японией. Проект предусматривал прекращение состояния войны между двумя странами и восстановление между ними официальных отношений на основе равенства, взаимного уважения территориальной целостности и суверенитета, невмешательства во внутренние дела и ненападения; он подтверждал и конкретизировал действующие международные соглашения в отношении Японии, которые были провозглашены Потсдамской декларацией (1945 г.). Советский проект предусматривал также последующие переговоры сторон о заключении отдельных договоров и конвенций о торговле и мореплавании, рыболовстве, культурном сотрудничестве, консульским отношениям и по другим практическим вопросам развития советско-японских двусторонних отношений и взаимовыгодного сотрудничества.
