The exercise at this time of change in the forms and methods of administration, organizational structures of enterprises with different forms of ownership, to stimulate their entrepreneurship and the development of market relations, it is often not effective enough and, therefore, does not reach its goals. One of the main reasons for this is the weak security reforms necessary personnel capable of unconventional at the highest professional level, meet the challenges of the transition to a market economy. The resolution of the problem should contribute to the sophisticated system of work with the personnel. Not well versed in the fundamentals of personnel policy leaders, hence the often negative attitude of managers to the interests of social and cultural issues, planning and organization of effective work with the personnel.
