Земли, находящиеся в собственности граждан и юридических лиц, составляют всего 7,6 процентов территории Российской Федерации. Однако при сравнительном анализе они примерно равны по площади территории Западной Европы без Португалии, Испании, Италии и Греции и стран Скандинавии, т.е. представляют собой значительный потенциальный ресурс, который должен использоваться для развития государства.
Следует, однако, учитывать, что в настоящее время этот ресурс в значительной степени обесценен, а потому не может играть должной роли в экономике. На начало 2000 г. средние по стране аукционные цены для государственных и муниципальных земель, расположенных вне населенных пунктов, при их продаже гражданам и юридическим лицам, включая крестьянские фермерские хозяйства в целях сельскохозяйственного использования, составили всего 300 руб. на гектар. Очевидно, что при существующем уровне цен не следует надеется, что земля в ближайшем будущем сможет использоваться для привлечения финансовых средств в сельское хозяйство.
