На совещании в Министерстве регионального развития была представлена концепция организации внебюджетного финансирования развития Дальневосточного и Забайкальского регионов. Среди предложений ученых (развитие геологоразведки, создание терминалов и так далее) прозвучало почти революционное: создание фондов развития Сибири и Дальнего Востока, где аккумулировались бы 20-25% экспортной выручки от добытого сырья (без передачи в Москву). Данная идея экономиста Владислава Иноземцева была позже озвучена министром регионального развития Игорем Слюняевым на правительственном совещании. Эксперты совершенно обоснованно отметили необходимость принятия стратегических концептуальных документов по развитию Дальнего Востока. Другие предложения Минрегиона: развитие Владивостокского транспортного узла, Северного морского пути и строительство крупного незамерзающего порта на востоке в Магадане либо Бухте Провидения.
