В экономической и правовой литературе понятие «финансы» рассматривается в двух аспектах как совокупность:
экономических отношений, возникающих в процессе создания, распределения и использования определенных фондов денежных средств, необходимых государству для выполнения своих задач и функций;
фондов денежных средств, мобилизованных государством для осуществления своих задач.
