Мы протестировали работу WordPress 4.6.1 с последней версией Comment Images Reloaded и WP Members: Membership Framework с активной темой Twenty Sixteen. Любой зарегистрированный пользователь (даже с самыми минимальными правами - Подписчик) успешно смог прикрепить изображение к комментарию.
Возможно, у вас настроены какие-то запреты в плагине WP Members.

Any registered user (even the most minimal rights-Subscriber) has successfully been able to attach a picture to the commentary.Perhaps you have configured any prohibitions in the plugin WP Members.
