С учетом изложенного целесообразно проектирование комбинированной программно-целевой структуры управления с элементами штабной и линейно-функциональной структуры. Такой комбинированный тип структуры создает предпосылки для комплексного управления логистической системой в целом и обеспечивает стремление каждого логистического подразделения на достижение конечной цели всей системы.[15]
Созданная на предприятии логистическая служба в лице отдела или одного человека должна выполнять следующие функции:
­ оперативно-календарное планирование с детальным расписанием выпуска готовой продукции;
­ оперативное управление технологическими процессами производства;
­ всеобщий контроль качества, поддержание стандартов качества продукции и соответствующего сервиса;
­ стратегическое и оперативное планирование поставок материальных ресурсов (МР);
­ организация внутрипроизводственного складского хозяйства;
­ прогнозирование, планирование и нормирование расхода МР в производстве;
­ организация работы внутрипроизводственного технологического транспорта;
­ контроль и управление запасами МР, НП и ГП на всех уровнях внутрипроизводственной складской системы и в технологическом процессе производства;
­ внутрипроизводственное физическое распределение материальных ресурсов и готовой продукции;
­ информационное и технологическое обеспечение процессов управления внутрипроизводственными материальными потоками;
­ автоматизация и компьютеризация управления материальными (информационными, финансовыми) потоками в производстве.
­ Перечисленный комплекс задач должен решаться в рамках фирменной логистической стратегии оптимизации управления материальными и сопутствующими им потоками с точки зрения:[18]
­ оптимизации (минимизации) уровней всех запасов материальных ресурсов, незавершенной производство, готовый продукт внутри производственно-технологического цикла и складской системы;
­ сокращения времени производственно-технологического цикла;
­ уменьшение всех логистических издержек в производстве готовой продукции;
­ оптимизации работы внутрифирменного транспортно-складского комплекса.
Предлагаемая структура позволяет выделить на предприятии единую функцию управления сквозными материальными потоками. Сложность внедрения логистической концепции на производстве во многом зависит от сложившейся технологической специализации, и в первую очередь в области транспортно-перемещающих работ.
