Среди прочего, лидеры Франции и Италии предлагают предоставить странам участницам Шенгенского договора расширенные права на возобновление при определенных условиях пограничного визового контроля внутри Шенгенской зоны. В соответствии с настоящей редакцией Шенгенского договора страны участницы могут прибегать к временным мерам внутреннего пограничного контроля только в исключительных случаях угрозы общественному порядку. По мнению участников саммита необходимо проанализировать также возможность использования мер пограничного контроля в случаях «особых сложностей», возникающих при совместном контроле внешних границ Шенгенской зоны. Перечень «особых сложностей» предлагается определить на законодательном уровне. В отправленном на имя председателя Еврокомиссии и главы Европейского совета письме содержится предложение внести соответствующие поправки в Шенгенский договор.
