Analysis of publications on the implementation of QMS in the universities in our country, revealed emerging during this period, the following key issues: lack of understanding of the importance of an integrated quality assurance processes of educational activities; underestimation of the practical benefits from the introduction of QMS in the University; the lack of a methodology for establishing SMK, adapted to the specifics of higher education; lack of reliable data on the terms and parameters of implementation of the substantive and support activities of the University; the lack of a methodology for the determination and differentiation of customer requirements; lack of resources (human, financial, etc.) for the implementation of the QMS. the complexity of defining criteria for the quality of educational activities; the lack of a unified terminology.
