Представители западных стран пообещали продолжить выделение финансовой помощи на реализацию гуманитарных программ ООН. Однако они отказались выделить какие-либо средства президенту Афганистана Раббани. ООН пытается воплотить в жизнь мирный проект, согласно которому президент Раббани передаст власть многопартийному Совету. Дипломаты также посетили наиболее пострадавшие районы афганской столицы.
