Подготовка конференции начинается с определения цели ее созыва. Исходя из цели конференции, формулируется повестка дня. Предварительное согласование мнений государств осуществляется относительно заинтересованности в тех вопросах, которые будут включены в повестку дня конференции, а затем относительно ее созыва (состава, уровня представительства, времени и места проведения) и правил процедуры. Процесс согласования мнений государств относительно созыва международных конференций протекает либо по обычным дипломатическим каналам, либо в рамках специально проводимых консультаций.
