Я считаю что общественный транспорт должен быть бесплатным для всех так-как бесплатный транспорт повышает привлекательность города как для туристов, так и для жителей. Это стимулирует приток в город как первых, так и вторых.
А каждый дополнительный турист, житель — это дополнительная экономическая активность. Дополнительные рабочие места, дополнительные налоги, дополнительные покупки, продажи. Это дополнительная энергия жизни.

Но так-же в этом казалось бы благом намерении есть и свои минусы. Бесплатным общественным транспортом начнут активнее пользоваться те, кто раньше ходили пешком, велосипедисты. Автомобилисты вряд ли поменяют свои автомобили на общественный транспорт. Поскольку автомобиль престижнее. Наличие бесплатного транспорта увеличит количество ненужных поездок.
