CHINA JOINS INDIA IN PACT TO WITHDRAW BORDER UNITS
New Delhi — India and China pledged Friday not to attack each other across a disputed Himalayan border, and came to the agreement to withdraw an unspecified number of troops from the area.
An agreement on troop movements, despite the vagueness of its terms, rated as the most significant of four pacts signed during a visit by President J. Z., the highest official China has ever sent to India's capital.

The mutual obligation not to initiate hostilities along the disputed border was clearer. "Neither side shall use its military capability against the other side", the accord states, adding that no armed forces along the border "shall be used to attack the other side or engage in military activities that threaten the other side or undermine peace, tranquility and stability in the India-China border areas."
Mr. S. described the discussions as "very friendly" and said the countries' common interests far outweighed their differences.
