Материалы в рамках подготовки встречи по тематике МТЦ

В рамках диалога между Республикой Беларусь и ЕС в рамках Восточного партнерства согласован ряд направлений сотрудничества.
В ходе консультаций по тематике экономической платформы Восточного партнерства проводятся консультации по вопросам экспортных кредитов и гарантий, а также мерам поддержки экспорта в соответствии с правилами ВТО.
В настоящее время в Республике Беларусь разрабатывается Национальная программа поддержки и развития экспорта Республики Беларусь на 2016-2020 гг. (далее – Национальная программа).
МИД проведена предварительная работа с МТЦ, в ходе которой получено согласие Центра по поводу развития сотрудничества по следующим темам:
1. содействие в разработке Национальной программы с акцентом на конкурентоспособность малых и средних предприятий (МСП);
2. укрепление национальной сети поддержки экспорта, включая совершенствование внешнеторговой информации;
3. разработка концепции создания национального экспортного агентства по поддержке экспортоориентированных МСП;
4. усиление внешнеторгового потенциала белорусских экспортеров, в частности, МСП в приоритетных секторах экономики.
Разработка Национальной программы совместно с МТЦ позволит Республике Беларусь:
- использовать потенциал МСП в рамках реализации новых подходов к экспортной стратегии;
- содействовать вступлению в ВТО, с точки зрения сближения белорусского законодательства в экспортной сфере с европейским;
- внедрить лучшие мировые практики в области экспорта в практическую деятельность белорусских предприятий;
- продолжить движение в направлении постепенной ликвидации торговых барьеров со странами ЕС.
Так как, реализация проектов, осуществляемых МТЦ требует финансирования, белорусская сторона просит об оказании содействия в процессе подключения потенциальных доноров к реализации проекта, связанного с разработкой Национальной программы при участии МТЦ.

Materials in preparation meetings on ITC Within the framework of dialogue between the Republic of Belarus and the EU in the framework of the Eastern Partnership agreed on a number of areas of cooperation.During the consultations on the economic platform of the Eastern partnership, consultations on export credits and guarantees, as well as measures to support exports in accordance with WTO rules. At present in the Republic of Belarus is developing a national program for support and development of export of the Republic of Belarus in 2016-2020 timeframe. (the national program). The FOREIGN MINISTRY held preliminary work with ITC, which received the agreement of the Centre for the development of cooperation on the following topics:1. promote the development of a national program with a focus on the competitiveness of small and medium-sized enterprises (SMEs);2. strengthening the national network of export support, including improved trade information;3. development of concept of the national export agencies to support export-oriented SMEs;4. strengthening trade capacity of Belarusian exporters, particularly SMEs in priority sectors of the economy.Development of a national programme with ITC will enable the Republic of Belarus:-use the potential of SMES in the framework of the implementation of new approaches to export strategy;-facilitate the entry into the WTO, in terms of convergence of the Belarusian legislation in European exports;-implement best practices in the field of export of Belarusian enterprises into action;-continue towards the gradual elimination of trade barriers with the EU.So, the implementation of projects undertaken by ITC requires funding, the Belarusian side asks for assistance in the process of connecting to potential donors to the project that is associated with the development of a national programme with the participation of ITC.

Materials in preparation for the meeting on the subject of ITC in the dialogue between Belarus and the EU in the framework of the Eastern Partnership agreed a number of areas of cooperation. During the consultations on the subject of economic platform of the Eastern Partnership held consultations on export credits and guarantees, as well as measures to support export under with WTO rules.
