Другим важным инструментом государственной политики является -налогообложение. Налоги - основной источник бюджетных средств. В государствах с рыночной экономикой взимаются различные виды налогов. Одни из них носят видимый характер, к примеру подоходный налог, другие не столь очевидны, поскольку накладываются на производителœей сырьевых ресурсов и воздействуют на домохозяйства косвенным путем в виде более высоких цен на товары. Налоги охватывают как домохозяйства, так и фирмы. В виде налогов в бюджет попадают значительные суммы.

Задача государства - собрать налоги таким образом, чтобы обеспечить потребности бюджета и одновременно не вызвать недовольства налогоплательщиков. При чересчур высоких налоговых ставках начинается массовое уклонение от уплаты налогов. Государству не хватает средств, оно повышает налоги, предприниматели всœе чаще уклоняются от их уплаты, следовательно, в бюджет идет всœе меньше средств
