Законодательная процедура чрезвычайно сложна. Чтобы билль прошёл всё стадии обсуждения и утверждения и стал законом, может потребоваться более двух лет. Когда палата общин принимает решение об окончательной формулировке законопроекта, он поступает в палату лордов. Если лорды решат, внести изменения, то законопроект должен вернутся в палату общин для окончательного согласования. Когда-то лорды обладали правом накладывать вето на любое законодательное решение нижней палаты, но теперь они могут лишь замедлить процедуру. Только после утверждения обеими палатами законопроект поступает на подпись королеве и становится законом.
