Особняк архитектора.
(ул. Белинского, 19; ранее ул. Белинского, 7; ранее ул. Офицерская, 7)

Здание построено архитектором С.В. Хомичем в 1904 (?) г. и до 1914 г. (времени отъезда Хомича из Томска) являлось местом жительства зодчего и его семьи. Поскольку помещений особняка с избытком хватало для размещения небольшой семьи архитектора, часть площадей сдавалась Хомичем под частные квартиры, в которых проживали подрядчик на строительстве Томской железной дороги Ф.Л. Бонди, архитектор А.И. Лангер.

В 1917 г. в особняке квартировал начальник Томской железной дороги.

В 1923 г. по решению Томского губисполкома здание было муниципализировано и передано во владение Ю.Ф. Китцу – хозяину колбасной фабрики и нескольких домов.

В 1924 г. в особняке размещался Эксплуатационный техникум Томской железной дороги, затем некоторое время жили студенты ТГУ.

Во второй половине 30-х гг. XX в. в здании располагались квартиры медицинских работников: врача-хирурга ТМИ Л.И. Покрышкина, профессора, зав. трахоматозным кабинетом А.Г. Сватиковой, доцента ТМИ Д.Д. Яблокова.

Долгое время в особняке находились Томский областной Дом ребенка № 3, а затем (до 1985 г.) Областная детская больница.

В 90-е гг. решением губернатора Томской области здание было передано Лицензионной палате с условием его восстановления и реставрации, которые были проведены в конце 90-х – начале 2000-х гг. В настоящее время в особняке размещаются Лицензионная палата Томской области и Центр лицензирования и сертификации медицинской и фармацевтической деятельности.

Постановлением Совета Министров РСФСР от 4 декабря 1974 г. особняк был включен в число памятников архитектуры федерального значения.
