Инструменты реализации стратегических целей экополитики:
1. Создание правовой основы для внедрения экономических механизмов природопользования в систему экологической безопасности путем:
- усовершенствование платного природопользования (на основе усовершенствования системы сборов и платежей за загрязнение окружающей среды, платы за специальное использование природных ресурсов, штрафных санкций и возмещения ущерба, причиненных вследствие нарушения природоохранного законодательства, а также введения новых инструментов – залогово-возвратных схем, стимулирующих скидок за внедрение более эффективных технологий, региональных страховых фондов и др.);
- активизации внедрения в практику регулирующих экологических инструментов (лимитов, разрешений, лицензий, квот, нормативов, стандартов природопользования);
- введения экологического аудита, экологического страхования и стратегической экологической оценки (позволяющей оценивать все планы и программы территориального и отраслевого развития в процессе их разработки – в соответствии с требованиями «Протокола по стратегической экологической оценке» к «Конвенции об оценке воздействия на окружающую среду в трансграничном контексте»)
