Благодаря разъяснительной кампании, которую провел Профсоюз работников морского транспорта Украины, увеличилось количество сторонников скорейшего принятия Конвенции Украиной. Также был поднят вопрос о том, что будет, если Украина не ратифицирует Конвенцию. На тот момент Конвенция уже вступила в силу, и ответ на этот вопрос был однозначным. Стало очевидно, что украинским морякам придётся покинуть этот рынок труда, а вместе с ними международный морской бизнес покинут и все украинские посредники в трудоустройстве, то есть крюинговые компании и агентства по найму моряков.
