Если Россия действительно заинтересована в установлении окончательного запрета на проведение ядерных взрывов, ей не следует сводить политику к угрозе возобновления собственных испытаний. Наряду с этим необходимо вести активную работу по разъяснению опасности планов возобновления испытаний, в том числе создания «миниатюрных» боезарядов. У российских ученых есть необходимые для этого авторитет и опыт.
Конечно, сложно ожидать, что одни научные аргументы смогут убеждать администрацию США отказаться от своих планов. Но и в США существует немало противников возобновления испытаний (в том числе, кстати, и в администрации), которым последовательная позиция России может оказать неоценимую поддержку.
