Данная статья посвящена методологическим основам обеспечения оценки и разработки мер по снижению риска ОД/ФТ. Автором проанализированы подходы к определению риска ОД/ФТ и оценки рисков ОД/ФТ на национальном уровне. В статье проведен анализ случаев использования термина «риск-ориентированный подход», выявлены проблемы методологии и сформулировано определение риск-ориентированного подхода. На основе проведенного анализа автор дает рекомендации по формулировке цели и задач, а также по разработке методики оценки риска и распределения ресурсов между задачами в зависимости от деятельности, к которой применяется РОП.

This article is dedicated to the methodological foundations of assessment, and to develop measures to reduce the risk of ml/TF. The author analyzed approaches to risk AML/CFT and AML/CFT risk assessment at the national level. This article analyzes the cases of the use of the term "risk-oriented approach, problems of methodology and definition of risk-oriented approach. Based on this analysis, the author gives recommendations on the formulation of objectives and tasks, as well as on the elaboration of a methodology for risk assessment and allocation of resources between tasks depending on the activities to which it applies a PMA.
