Скорее всего, речь идёт о Secret Internet Protocol Router Network, которую американские военные и дипломаты используют для обмена данными. Таким образом внешнеполитическое ведомство США планирует предотвратить повторные утечки информации. В своём интервью прессе представитель американского госдепартамента Филип Кроули заявил, что ограничения были введены недавно и являются временными.
