Реализация электронного правительства в России на основе принципа информационного равенства как средства повышения уровня правовой и информационной культуры граждан.

В данной статье обозначена проблема неравного доступа к информационно-коммуникационным технологиям в России, рассмотрены причины ее возникновения и влияние принципа информационного равенства на повышение уровня правовой и информационной культуры; обобщен опыт зарубежных стран, занимающих ведущие позиции в общем рейтинге ООН по степени готовности к электронному правительству, по преодолению цифрового неравенства; проведен вертикальный анализ законодательной базы РФ на предмет развития рассматриваемого принципа. На основе проведенного исследования для повышения уровня правовой и информационной культуры, являющихся необходимыми элементами для реализации электронного правительства в России, автором предлагается обеспечить с помощью нормативного регулирования и комплекса программ социального характера, побуждающих граждан к использованию электронных ресурсов, равный доступ к информационно-коммуникационным технологиям.

On the basis of the conducted research to improve the level of legal and information culture, are essential elements for the realization of e-Government in Russia, the author proposes using regulation and complex programmes of a social nature to encourage citizens to use electronic resources, equal access to information and communication technologies.
