Поскольку в настоящее время большинство международных конференций созывается под эгидой или в рамках международных организаций, результаты согласования мнений заинтересованных государств относительно созыва этих конференций фиксируются в резолюциях соответствующих организаций.
Определяя круг и количество участников конференции, а также уровень представительства на ней, государства должны исходить из существа, цели и характера конференции.
